Then, they are free to use it as they deem best for their interests, and it is not required to inform them that it is Zakat. However, if they are not needy, it is not permissible to give them Zakat for painting the house if it is considered a luxury. Nevertheless, if the house is unpainted and it is conventionally considered unfitting for them, and they are unable to afford the cost, then it is permissible to give them a portion of the Zakat for this purpose, as Zakat includes a conventionally suitable sufficiency of food, clothing, and shelter.
