It is permissible for someone in need and from the household of the Prophet (peace and blessings be upon him) to benefit from social security funds in the Two Holy Mosques' land (Saudi Arabia), because it is a non-profit governmental institution that cares for the poor and needy. It is not part of the obligatory from which they are prohibited. If a person meets the stipulated conditions for benefiting from it, then it is lawful for him to take it. As for voluntary charity (Sadaqat al-Tatawwu'), it is permissible to give it to the Prophet's household, while obligatory Zakat is not given to them, unless they have no other source, as is the case today, where they do not receive a share from war spoils.
