What is the ruling on one who vowed to shave her newborn's head at "Majd Al-Hussein" and put money in the box?

A woman is not permitted to fulfill a vow that involves traveling to places to which journeys are undertaken for the purpose of seeking blessings, such as the graves of prophets and righteous people, because doing so is forbidden. As for vowing money to Allah, this is permissible, but it is not allowed to place it in such locations, as that is considered an innovation.
