Is it permissible for someone who has entered into a state of ihram for Umrah from Medina to release their ihram in Jeddah and then re-enter ihram from there, for the purpose of meeting someone they intended to meet, knowing that they intended to go to Mecca to complete the Umrah if the meeting did not occur?

Hajj or Umrah must be completed after entering into the state of ihram for them, based on the words of the Almighty: "And complete the Hajj and Umrah for Allah." One must remain in the state of ihram for Umrah from Medina and it is not permissible to abandon it, and abandoning it is not considered [valid]. The desired person can be searched for while being careful to avoid the prohibitions of ihram.
