What is the ruling on a group of female students traveling a long distance by bus within the country to attend university without a mahram?

If the distance covered is within the city limits and is not customarily considered travel, then there is no harm in a woman going out, provided she is safe from temptation. However, if the outing is considered travel, it is not permissible, even if it is within the same country.
