Do wishes come true and matters become easy by reciting Surat Al-Baqarah daily for forty days? And what is the ruling on facilitating matters for one who does not fully adhere to the Islamic dress code?

There is no religious evidence to prove that reciting Surat Al-Baqarah every day for forty days fulfills everything for the reciter and eases their affairs. Specifying certain surahs for fulfilling needs without evidence is considered an innovation (bid'ah). One should frequently recite the Quran and ask Allah through it, as the Prophet, peace and blessings be upon him, said: "Recite the Quran and ask Allah through it, before there come people who recite the Quran and ask people through it." This means one should ask Allah Almighty through the Quran whatever one desires of worldly and Hereafter matters, or supplicate to Allah with the narrated supplications after the recitation. As for the hijab (definition), it is a religious obligation, and it is not permissible for a woman to go out wearing trousers and adorned with makeup unless she covers her face and wears something over the trousers that achieves proper Islamic covering.
