Is Zakat obligatory on gold that is a dowry, when one does not possess sufficient money for it, and is it necessary to sell part of the gold to pay the Zakat, especially with the ongoing construction of a house and debts to merchants?

If gold is for adornment and not for trade, the more preponderant opinion is that there is no zakat on it. However, some scholars hold that zakat is obligatory on it if it reaches the nisab (85 grams) and a full year has passed over it. The amount of zakat is a quarter of a tenth (2.5%), and it can be paid from the gold itself or by selling a portion of it. If debt consumes the nisab or reduces it below the nisab, there is no zakat. But if a nisab remains after paying off the debt, then zakat becomes obligatory according to the latter opinion. The majority of scholars do not consider zakat obligatory on gold prepared by a woman for her jewelry and adornment.
