Are doctors in hospitals in Makkah who serve pilgrims considered like water-providers and shepherds?

The doctors in the aforementioned hospital are in the same category as water-bearers and shepherds. The criterion for permissible absence from Mina overnight (tarik al-mabit) is a valid excuse. One who fears for his life or property, or the loss of something he is seeking like a runaway (animal or slave), or the perishing of a patient due to his neglect, is excused from spending the night in Mina and is not required to offer a compensatory sacrifice (dam). Such a person has a valid excuse, thus resembling shepherds and water-bearers.
