Is blood (a sacrificial offering) obligatory for one who spent the night in Muzdalifah during the Days of Tashreeq due to the unavailability of space in Mina?

Staying overnight in Mina on the nights of the days of Tashreeq is obligatory according to the majority of jurists. Whoever fails to do so while being capable is liable for a compensatory sacrifice (dam). The Prophet, peace and blessings be upon him, did this and said: "Take your rituals from me." He only granted an exemption to water-providers and shepherds. In the event of inability to stay overnight in Mina, the compensatory sacrifice is waived. Some scholars have issued fatwas permitting staying overnight in Muzdalifah if the tents are adjacent to Mina due to overcrowding.
