Is it permissible to lighten a few small hairs of the eyebrow, for fear of falling into the suspicion of plucking (al-namṣ) or tempting young men, knowing that the niqabi woman will not show her eyebrow except to women?

Lightening eyebrows is permissible if the intention is to dye them blonde. Abstaining from this permissible act for fear of falling into the forbidden is a praiseworthy piety and virtue, and a weak hadith has been reported concerning it. There is no blame on one who lightens her eyebrows, and she is not held accountable for the transgressions of others against the Sharia, for every soul is a pledge for what it has earned. Whoever abstains from it will be rewarded for her action.
