What is the ruling on giving the value of the ransom for shaving the hair during Ihram to six needy persons outside the Haram, and is that sufficient?

Whoever commits one of the prohibited acts of Ihram, such as shaving, must offer a compensatory sacrifice (fidyah), which is a choice between: slaughtering a sheep, or fasting for three days, or feeding six poor people, with each poor person receiving half a sa' (approximately 1.5 kg). What is obligatory for feeding is to give the food itself, not its monetary value, and fasting is valid anywhere. Scholars differed regarding the place of feeding; the Hanafis and Malikis permitted it outside the Haram, while the Shafi'is and Hanbalis stipulated that it must be within the Haram for its poor people, except that the Hanbalis made an exception if the prohibited act was committed outside the Haram. The Hanafis permitted giving monetary value for expiations (kaffarat), while the majority of scholars prohibited it.
