Is it permissible to offer a meal (rice and chicken) to a needy person as expiation for harm caused during Hajj, at a cost of about 12 riyals, instead of half a saa' of food?

It is permissible to appoint a trustworthy charitable organization to offer the fidyah for harm (feeding six needy persons), provided that the organization feeds the poor in Makkah. If it feeds outside Makkah, then feeding the poor of the Haram is preferable to avoid dispute. The basic amount for feeding is three sa's for six needy persons, with each needy person receiving half a sa' of the staple food of the land (approximately one and a half kilograms of rice). If a cooked meal (rice and chicken) contains at least half a sa' of rice per needy person, it is sufficient. The one who commits the prohibited act has the choice between fasting for three days, feeding six needy persons, or sacrificing a sheep. Appointment is valid for feeding and sacrificing, but not for fasting.
