What is the ruling on photographing employees in government departments for the purpose of issuing identification cards for security reasons?

Scholars differed concerning the ruling on photographic imaging. Some permitted it due to the absence therein of the cause for emulating Allah's creation, while others prohibited it for other reasons. As for hand-drawn images, the relied-upon view among scholars is their prohibition. Imaging is permissible out of necessity in government agencies, and it is preferable to limit oneself to photography due to its ease.
