Is the wife sinful if she refuses her husband’s bed after he has abandoned her for five consecutive months without reason, and he abandons her every Ramadan under the pretext of the short nights, and he practices the forbidden habit [masturbation], and he watches foreign films, and her refusal of him is not due to his refraining from approaching her with words?

There is no blame on the wife for withholding her husband's marital rights if he is unjust and denies her rights, provided there is a predominant benefit in this withholding. If there is no such benefit, it is preferable to be patient and advise him kindly, and to refer the matter to a judge if the benefit so requires. It is not permissible to accuse him of practicing masturbation merely because he watches foreign films, but he should be advised regarding watching things that violate Islamic law and his excessive praying. He, for his part, should treat her kindly and ensure her chastity.
