What is the ruling on Zakat for the fasiq (openly disobedient/wicked person)?
It is permissible to give Zakat to a Muslim who is a transgressor (fasiq), as long as their transgression does not lead to apostasy, provided they are poor and do not use the Zakat to support their transgression. However, if it is known that they will spend it on their transgression, then it is not permissible to give it to them, based on the Almighty's saying: "And do not cooperate in sin and aggression." But if their transgression involves stealing money or similar acts, then it is permissible to give them Zakat if it is highly probable that it will deter them from what they used to do. Giving Zakat to a non-transgressor is better than giving it to a transgressor.
