What is the ruling on being negligent in the obligatory rulings of Ihram or otherwise, and relying on sacrificing a Hady to compensate for the deficiency?

Intentionally committing forbidden acts during Hajj or neglecting its obligations, relying on the availability of a fidyah (expiatory sacrifice), is true ignorance, a transgression of Allah's limits, and a failure to glorify His rituals. Knowledge is intended for action, not for devising schemes to circumvent what Allah has ordained. A "Hajj Mabroor" (accepted Hajj) is one that is not mixed with sin, whose rulings are fully observed, and which is performed by the مكلف (responsible individual) in the most complete manner as required. The notion held by some that they have a choice between performing an obligation or avoiding a forbidden act, on the one hand, and paying a fidyah, on the other, is a mistaken understanding. The fidyah does not permit committing forbidden acts or neglecting obligations; rather, it is an expiation if the act occurs, accompanied by repentance and seeking forgiveness.
