Is it permissible to feed 60 needy men for the husband and 60 needy women for the wife as expiation for sexual intercourse during the daytime in Ramadan, given that it is difficult for them to fast two consecutive months? And is it possible to feed fasting travelers instead of the poor and needy?

Whoever has intercourse with his wife during the daytime in Ramadan must offer a weighty expiation in sequence: first, emancipating a slave; if unable, then fasting for two consecutive months; if unable, then feeding sixty needy people. It is not permissible to move to feeding if one is able to fast. The one who is fed must be needy, so it is not permissible to randomly feed travelers unless their poverty is known. A trusted entity can be authorized to carry out the feeding.
