The Islamweb previously clarified in fatwa no. 32744 that the profits from investment certificates are clear usury (riba), and they are not permissible for the questioner, whether for marriage expenses or anything else. It is obligatory to dispose of them by spending them on the interests of Muslims, such as the poor, the needy, and charitable hospitals, unless the questioner is poor, in which case he may take from them an amount sufficient to remove him from the description of poverty.
