Whoever witnesses an evil must change it with his hand or his tongue, and if he is unable, then with his heart, which is the weakest of faith. The one who is unable to denounce an evil does not sin if he detests it in his heart and is incapable of denouncing it for fear of harm, but he must leave the place where the evil is committed.

Whoever witnesses a sin and detests it in his heart is like one who did not witness it, if he is unable to denounce it. Approving of sins is among the most heinous forbidden acts. Denouncing with the heart is an obligation upon every Muslim, while doing so with the hand and tongue depends on one's ability.

If a person lies about another and accuses him of committing an immoral act, the liar is subject to a hadd punishment based on his confession. As for the accused, he is not subject to a hadd punishment except with evidence or his own confession. If the accused demands the hadd punishment for slander, the liar is subject to it. The hadd punishment is not carried out against the slanderer unless the slandered person requests it.
