It is not permissible to use the card if it entails paying a late fee, even if it is a one-time occurrence. For the use of a Visa card to be permissible, it must be free from the following prohibitions: stipulating interest or a late fee, charging issuance fees for uncovered cards that exceed the actual cost, taking a percentage on withdrawal transactions if the Visa is uncovered (except for the actual service charge), and purchasing gold, silver, and currencies with an uncovered card. A resolution regarding this matter has been issued by the Islamic Fiqh Academy.
