Is it forbidden for women to follow funerals, or attend burials, or enter cemeteries without attending the burial, knowing that they will not wail or beat themselves, and does the ruling differ if the woman is menstruating?

The preponderant (rajih) opinion is that it is disliked (makruh), not forbidden (haram), for women to walk behind a funeral procession and to attend the burial. As for women visiting graves, the majority of scholars have permitted it, provided it is free from forbidden acts. In both cases, there is no difference whether the woman is menstruating or in a state of purity.
