What is the ruling on Friday prayer in a newly established mosque if the old mosque is only 800 meters away and can still accommodate worshippers, knowing that the reason for building the new mosque was to divide worshippers and present incorrect information and bribes to the committee responsible for opening mosques?

The authority responsible for mosques determines the need of a neighborhood for more than one mosque. There is no jurisprudential objection to the multiplicity of mosques in a single area for the purpose of establishing Friday prayers if there is a need, such as the mosque being too small or far from the worshippers. This is a matter of facilitation, not division. Scholars have differed regarding the required number of people for establishing Friday prayers: some stipulate forty men (Shafi'is and Hanbalis), some three men in addition to the Imam (Abu Hanifa), some twelve resident men (Malikis), while Ibn Taymiyyah chose that it convenes with three men.
