What is the ruling on loving a disbelieving country for its democracy, even though it legislates man-made laws and perhaps deems itself entitled to legislate, and is this love considered disbelief?

There is no harm in loving a land of disbelief due to the praiseworthy morals found in its people, which do not contradict Islam, while simultaneously hating their disbelief and hating them because of it. This is evidenced by the Prophet's (peace be upon him) action when he permitted his companions to emigrate to Abyssinia because of the just king there. This love does not signify loyalty to corrupt religions or governments that oppose Islam; rather, it is a loyalty to the land that motivates the Muslim to do good for its people and land, and to spread the mercy of Islam to all creation.
