What is the ruling regarding a second written divorce, preceded by a verbal divorce, issued by the wife in a state of anger and emotional distress while she is pregnant?

A woman's request for divorce or the husband's anger does not prevent the divorce from taking place, as long as the husband is aware of what he is saying and is acting of his own free will, not under duress.

The fact that the wife is pregnant does not prevent her divorce from taking place; divorcing a pregnant woman is a Sunnah divorce.

As for writing the divorce without uttering it, it is a kinayah (allusion) by which divorce does not occur without intention, according to the preponderant opinion. If the husband intended to effect it, it occurs. But if he did not intend divorce and wrote it with the intention of frightening and threatening, it does not occur.
