What should an imam do who has been praying Fajr alone for more than 18 years in a small village whose inhabitants are from one family and include 24 men?

It is preferable for the Imam to perform the Fajr prayer in the mosque, even if he is alone in the village. He should consistently advise the congregation to perform the Fajr prayer in congregation and warn them of the danger of neglecting it.
