Is masturbation forbidden, and what is the meaning of "travelers" in verse 43 of Surah An-Nisa?

We have previously clarified the prohibition of masturbation in fatwas 33352 and 32543. The Quranic verse, "travelers," has been interpreted to mean either a traveler who cannot find water, or a person in a state of ritual impurity (junub) who passes through a mosque on his way to find water, or simply a person in a state of ritual impurity (junub) who passes through a mosque. The intended meaning of "prayer" in the first two interpretations is its location, which is the mosque.
