What is the interpretation of the Hadith that mentions the Prophet's (peace be upon him) and Abu Bakr's crying due to taking ransom from the prisoners of war on the Day of Badr?

Had it not been for a prior decree from Allah, there would have touched you, for what you took, a great punishment). What is meant by (a prior decree from Allah) is: what preceded in Allah's knowledge regarding the permissibility of spoils for this nation, or His forgiveness for the people of Badr, or because He does not punish one who strives in judgment.
