What is the ruling on someone who says, "I am the son of zina (fornication)" if he does not do such and such? And is the hand of the thief cut if he steals in one day from more than one person an amount that does not reach the minimum threshold (nisab) that necessitates cutting the hand?

The aforementioned statement, "By Allah, even if Imam Ali ibn Abi Talib comes, he will not cut off my hand," is reprehensible and requires repentance. Its utterer is not required to offer an expiation for a broken oath (kaffarat yamin) if he did not do what he swore against, according to the majority of scholars, though some of them consider it obligatory. As for the cutting off of a thief's hand, it is conditional upon the stolen item reaching the minimum threshold (nisab) in a single theft. Therefore, there is no cutting for someone who stole less than the nisab from multiple individuals in separate thefts, even if the total sum reaches the nisab. This is the view of the Hanafis, Malikis, and Hanbalis. However, the absence of an obligation to cut off the hand does not mean the removal of punishment, for the ruler may discipline the thief as he deems appropriate.
