What is the ruling on foreplay and direct physical contact—without intercourse—with one's spouse who is not in a state of ihram, during Hajj, and before entering into ihram?

Fondling with lust is one of the prohibitions of Ihrām. It is forbidden for someone in Ihrām to engage in intimate contact with lust, such as kissing, thighing, or touching by hand with lust. If someone in Ihrām touches his wife with lust, some scholars are of the opinion that he must offer a fidyah (expiatory sacrifice), which is a sheep, or feeding six poor persons, or fasting three days. If the person was ignorant of the ruling, the preponderant opinion among scholars is that there is no sin upon him and no fidyah is required.
