Is atonement by feeding obligatory upon one who swore an oath while being dependent on his family and owning enough to feed eight needy persons, or is fasting obligatory upon him?

If someone is able to feed some needy people but is unable to complete the feeding, then they move to atonement by fasting for three days only. They are not obligated to combine this fasting with feeding what they can find. It is also not permissible to combine feeding some needy people with fasting for some days.
