Does cutting a portion of the forelock count as coming out of the 'Umrah state of Ihrām?

Scholars differed regarding the amount to be cut for exiting the state of ihram (tahallul). Some are of the view that taking anything suffices, even three hairs, while others believe it is obligatory to take from all the hair. It is preferable for a woman to cut from the ends of all her braids to avoid the difference of opinion. The cutting mentioned in the question achieves tahallul according to some scholars, so if a woman does it in imitation of them, there is no blame upon her.
