What is the ruling regarding the two 'Umrahs in which one exits the state of ihrām by clipping the nails without cutting the hair?

The madhhab of the majority of scholars is that shaving or shortening the hair in 'Umrah is a rite and an obligation. Therefore, you have not yet exited the state of ihram for the first 'Umrah. You must, therefore, remove sewn garments and avoid the prohibitions of ihram until you shave or shorten your hair, even if you are in your own country. Once you have done this, you will have completed your first 'Umrah. What you committed in terms of prohibitions of ihram during that period does not obligate anything upon you due to your ignorance. As for the second and third 'Umrahs, they are considered void, because whoever enters ihram for an 'Umrah and then enters ihram for another before completing the first, is considered to be in ihram for only one.
