What is the Islamic legal ruling regarding the procrastination of a wealthy debtor who refuses to repay his debt and verbally abuses the creditor, and is it permissible for the creditor to take the matter to court to recover his right?

The procrastination of a debtor who is able to pay is an injustice, a commission of sin, and a cause for punishment. Whoever dies owing a debt will be withheld from Paradise until their debt is paid. And whoever takes money with the intention of not repaying it is a thief, and exposes himself to ruin in this world and the Hereafter. The Prophet, peace and blessings be upon him, said: "The procrastination of the rich (in paying debts) is an injustice."
