What is the ruling on reciting a hizb from the Qur’an in congregation in the mosque before Dhuhr prayer?

The collective recitation of the Quran has been clarified previously. As for committing to a specific time for recitation before noon, with the belief that it is a Sunnah, it is an additional innovation (bid‘ah idafiyah) if the method of recitation is permissible. Otherwise, it is an original innovation (bid‘ah asliyah), because it has not been transmitted that the Prophet (peace be upon him) or the Salaf (pious predecessors) consistently observed this. The Prophet (peace be upon him) said: "Whoever introduces into this affair of ours anything which does not belong to it, it will be rejected." Ibn Taymiyyah mentioned that gathering for recitation is good, as long as it is not taken as a regular Sunnah or accompanied by a reprehensible act. Al-Shatibi stated that committing to specific manners and forms, or worship at specific times not designated by the Shari'ah, is among the additional innovations.
