Is it permissible for a man to marry his first divorced wife after it became clear that her father is the foster brother of his second divorced wife, knowing that he consummated the marriage with the second wife before the 'iddah (waiting period) of the first wife had expired, and he only learned of this after divorcing the second wife, whose 'iddah has now expired?

It is not permissible to combine a woman and her paternal aunt in marriage, and this includes both lineage and suckling. It is not permissible to marry her paternal aunt until after the divorced woman's iddah (definition) (waiting period) has ended, whether the divorce was revocable (raji) or irrevocable (ba'in). This is the view adopted by the Hanafis and Hanbalis. However, the Malikis and Shafi'is permitted marrying her paternal aunt during the iddah of an irrevocable divorce, but they prohibited it during the iddah of a revocable divorce. Due to the differing opinions of jurists, it is advisable to refer to the Sharia (definition) court or the competent Sharia bodies.
