The deferred dowry is a debt owed by the husband, and he is not absolved of it until he pays it in full to his wife. It is not permissible to reduce it except with her consent. His inability to pay does not exempt him from it; he must pay what he can, and the wife awaits the remainder until he becomes able, as Allah Almighty says: "And if there is one in [financial] difficulty, then [let there be] postponement until [a time of] ease."
