What is the point of reconciliation between the fatwa of the "Permanent Committee for Issuing Fatwas" deeming marriage with the intention of divorce invalid (Fatwa No. 7006), and what was reported from Sheikh Ibn Baz—may Allah have mercy on him—in "Islamic Fatwas" regarding its permissibility without specifying a time, along with his advice to expatriates to do so, considering that he presided over and participated in it, and the opinion of the majority of scholars as stated in "Al-Mughni"?

First: The Permanent Committee prohibited marriage with the intention of divorce and ruled it impermissible. This fatwa (definition) was issued after the passing of Sheikh Abdul Aziz bin Baz.

Second: Sheikhs Ibn Baz and Al-Uthaymeen were attributed with the opinion that this marriage is permissible, as Sheikh Ibn Baz indicated that a fatwa permitting it was issued by the Permanent Committee under his presidency, and that the intention is between a person and their Lord.

It is understood from this that the fatwa permitting it was issued during the time of Sheikh Ibn Baz and was not published, and then fatwas prohibiting it were issued afterwards. The Islamic Fiqh Council supported the view of prohibition.
