What is the appropriate solution for the daughter in this situation: should she visit him or continue to boycott him, especially since her mother threatens to sever ties with her if she visits her father? And is the mother's stance valid in the Sharia?

You must honor your parents and treat them well. It is forbidden for you to cut ties with them or mistreat them, even if they mistreat you. Allah Almighty has enjoined kindness to parents and commanded honoring them, even if they are not Muslim. The Prophet, peace be upon him, also urged honoring parents, especially the mother, and warned against disobeying them. You must obey your mother in everything that does not involve disobedience to Allah Almighty, such as cutting ties with your father. You should reconcile with your father through words and actions, and offer him gifts.
