What is the ruling on a wife seeking divorce from a husband who does not respect her, verbally abuses her, talks to other women, and does not provide for his household or son, but rather the wife is the one who covers all expenses?

If the situation is as you have described, then you have the right to ask your husband for a divorce. If he refuses and you are unable to take the matter to a judge, then you may seek a khul' (divorce initiated by the wife) from him by relinquishing some of your rights, such as part of the dowry (sadaq) or maintenance (nafaqa). It is advisable to consult with wise individuals from your family and weigh the harm of divorce/khul' against the harm of remaining with him, choosing the lesser of the two harms, while seeking Allah's help and making abundant supplications.
