What is the ruling on an official who discriminates among employees in treatment, opportunities, and rewards based on his personal interests and their loyalty to him, rather than on their competence and commitment, while depriving others of their rights?

Whoever Allah has made a guardian over a flock must fear Allah concerning them, by being just, equitable, and diligent in delivering rights. Otherwise, his work will be a ruin and a burden in this world and the Hereafter, because the Prophet, peace and blessings be upon him, said: "There is no guardian whom Allah entrusts with a flock, who dies on the day he dies while he was deceitful to his flock, except that Allah will forbid Paradise for him." And the favoritism of an official towards some employees over others is clear injustice, from which he must repent.
