The answer

Whoever delays making up for missed fasts without a valid excuse until another Ramadan begins, must fast the current Ramadan, then make up the previous fasts. In addition, they must pay a (expiation) for each day they delayed making up, contrary to those who say no fidyah is due. However, if the delay in fasting was due to a valid excuse, then only making up the fasts is required, and no fidyah is due. This is the view of the four Imams. If the delay was without a valid excuse, then the fidyah is required along with making up the fasts. If the years accumulate, the fidyah does not increase. The fidyah is a mudd of wheat or half a sa' of other grains.
