Is it permissible for a woman in a state of Ihram to wear medical gloves out of necessity, to use wet wipes to clean a child, and how does she come out of Ihram with layered hair that has a fringe?

If a woman enters into a state of ihram (definition), she is not permitted to wear gloves or a niqab. If she is compelled to do so out of necessity, such as cold or illness, it is permissible for her to do so with a fidyah (definition) (expiation), which is: fasting for three days, or feeding six needy persons, or slaughtering a sheep.

There is no harm for a woman in using wet wipes when changing a child, as long as they are not perfumed.

It is obligatory to shorten the hair from all parts of the head. If this is difficult for the woman, she may shorten it from its lower ends and from the forelock if possible.
