How is the Night of Decree to be revived: by prayer, or by reading the Qur’an and the Prophet’s سیرة (biography), and by preaching, guidance, and celebrating that in the mosque?

The Prophet, peace and blessings be upon him, used to strive hard in the last ten days of Ramadan (definition) with prayer, recitation [of the Quran], and supplication, and he encouraged observing Laylat al-Qadr (the Night of Decree) with faith and anticipation of reward for the forgiveness of sins. The best supplication therein is: "O Allah, You are Pardoning and You love pardon, so pardon me." Laylat al-Qadr occurs on the odd nights of the last ten days, and the most hoped-for of these nights to be Laylat al-Qadr is the twenty-seventh night. One must beware of innovations and celebrations that have no basis [in religious texts].
