The answer

Scholars differed concerning the obligation of (expiation) for one who delays making up missed fasts until the next Ramadan arrives. The majority of scholars hold it to be obligatory. Some of them are of the view that the obligatory fidyah is to feed one needy person a mudd of food. Others believe it is half a ṣāʿ of food other than wheat, or by preparing food and satiating the needy.

It is best that you prepare food and satiate fifteen needy persons with it, or give each needy person a mudd of food (approximately 750 grams). If you give half a ṣāʿ (approximately one and a half kilograms), that is good.

It is permissible to appoint someone to buy the food and give it to the needy. It is not permissible to pay the value in cash. The recipients of this fidyah are the poor and the needy.
