The answer

If a woman does not fast in due to a chronic illness with no hope of recovery, or if she delays making up the fasts until the next Ramadan arrives, then she must pay a (expiation) which is estimated at one mudd (approximately 750 grams) of food for each day. The majority of scholars hold that the Fidyah should be given as food, unless giving money is more beneficial for the poor person.

It is permissible to give the Fidyah or (expiation) to a brother if he is poor. However, it is not permissible to give it to a sick person who is not in need as a gift, because it is a right for the poor and the needy.
