Is it obligatory for someone who fondled his wife during the daytime in Ramadan, and his penis touched her vulva without penetration, resulting in ejaculation before penetration, to make up for the fast (Qada') and offer expiation (Kaffarah), or merely to make up for the fast (Qada')?

Fondling one's wife during the daytime in Ramadan (definition) is forbidden. If ejaculation occurs without intercourse, one must make up for that day with repentance. The majority of scholars hold that whoever intentionally breaks their fast in Ramadan by means other than intercourse is not required to offer expiation, but rather to make up for that day with repentance.
