If a woman is covered by tight clothing or clothing adorned with ornaments, there is no explicit text regarding looking at her without lust. However, the general rule is that what is forbidden to do is forbidden to look at. Accordingly, it is not permissible to intentionally look at a part of a woman's body, such as her forearm, if it is covered by tight clothing or ornaments, even if without lust. The reason for this is that her action is an abomination, and therefore it is not permissible to look at it.
