Does a woman's repentance get accepted if she helped her husband defraud a non-Muslim country to obtain aid or evade paying bills, then regretted and repented, but her husband refuses to return the money obtained, and she does not personally own any money to return it?

If the wife abandons the sin, regrets it, and resolves not to return to it, then as long as she does not assist her husband in disobedience, her repentance will be accepted, Allah willing. The husband must restore rights, and the wife should continue to advise her husband.
