If a woman does not adorn herself with plucking and believes it to be permissible, then it appears that her husband does not have the right to prevent her from doing so. As for a wife leaving the house perfumed or adorned (with excessive display), this is not permissible, whether she is Muslim or from the People of the Book, and her husband is not permitted to allow her to leave in that state.
