It is not permissible to sell a tavern to a Muslim or a non-believer, because non-believers are accountable for the branches of Islamic law. It is also not permissible for a Muslim to notarize the contract of this sale, due to the cooperation in sin and aggression involved therein. Allah Almighty says: "And do not cooperate in sin and aggression. And fear Allah; indeed, Allah is severe in penalty."
